Marcelo Bechara was born in Salvador. Graduated in Law in 2001 in Belo Horizonte by FDMC. He holds an MBA in Economics and Business Law from FGV in 2003 and specialized in Digital Law. Certified by Harvard Law School in Internet Law, by Georgetown University and by the World Intellectual Property Organization – WIPO. He was one of the winners of a national monograph competition promoted by the Brazilian Association of Informatics and Telecommunications Law (ABDTIC) among the 5 best in the Postgraduate category. He was Legal Adviser of the Ministry of Communications from 2005 to 2010, Vice-President of the Advisory Board of Anatel from 2007 to 2009, Attorney General of Anatel from 2010 to 2011, Counselor-Director of Anatel from 2011 to 2015, being substitute President of Anatel throughout 2015.
He was a member of the Brazilian Internet Steering Committee – CGI.br for 9 years between 2006 and 2015 having participated in the formulation of the Brazilian Internet Decalogue and the Marco Civil da Internet, as well as discussions on global Internet governance. He was on the Board of Directors of Núcleo de Informação.br – NIC.br, Author of the book Radiodifusão and Digital TV in Brazilian Law and of several articles in legal works, specialized websites, blogs and newspapers of great circulation such as O Globo and Folha de São Paul. He was Professor of Undergraduate and Graduate Courses in Internet Law, Telecommunications Law and Entertainment Law at PUC / Minas, Estácio de Sá / BH, UniverCidade / RJ, Newton Paiva / BH, IESB / DF and CEU Law School / SP.
Graduated from Escola Superior de Guerra – ESG in 2012 in the Superior Course of Politics and Strategy. He was a member of the National Film Council, 2018-2020. He is a member of the Superior Council of ABERT – Brazilian Association of Radio and Television Broadcasters, Legal Vice President of ABTA – Brazilian Pay Television Association and Member of the Board of Directors of the IAB Brasil-Interactive Advertising Bureau. He is currently the Director of Institutional Relations in Media and Regulation at Grupo Globo.
