Artur Coimbra de Oliveira holds a Bachelor’s and Master’s Degree in Law from the University of Brasília, with an MBA in Business Management from Fundação Getúlio Vargas. As a member of the Study Group on Telecommunications Law at the University of Brasília, he participated in important research projects, such as the elaboration of the Telecommunications Rules and Judgments Collection, in addition to having published book chapters and articles in scientific journals about the theme.
He has been a member of the Federal Attorney’s career since 2007, having been a Regulatory Specialist at the National Telecommunications Agency (Anatel) previously. He served as an advisor at Anatel’s Specialized Federal Attorney and at the Presidency of the Republic. He was Broadband Director at the Ministry of Communications from 2011 to 2020.
During this period, he participated in the formulator group of the National Broadband Program, chaired the Steering Committee of the Geostationary Satellite for Defense and Strategic Communications project and served as a board member of the company responsible for the submarine cable project between Brazil and Europe .
